CIS differs from many immigration research institutions since most non-partisan centers researching undocumented immigration - like the Pew Hispanic Center and the Migration Policy Institute - are generally in favor of higher levels of immigration. Other research institutions like the liberal Center for American Progress and the libertarian Cato Institute and are also ideologically in favor of high immigration and legalizing undocumented immigrants.
